Panagsama Beach
Shore outings and dive centres
Panagsama is the coastal village in Basdiot, west of the highway town.
Moalboal’s coastal villages sit west of the highway town. Panagsama is the centre for water outings; Basdaku has the broader sandy beach. Badian’s canyon is a road excursion farther south.
At Panagsama, swimmers reach the sardines from the coast near Marina Village and the yellow pier. The reef drops away below the surface, and the school shifts along its edge. A surface snorkel gives you a view of the moving fish without needing to descend among them.
Turtles also use Panagsama’s reef, but an encounter depends on where the animals are that day. Keep clear of their path to the surface and avoid touching or pursuing them. Tell your guide if a turtle is approaching instead of swimming directly towards it.
Pescador rises from the sea off Moalboal, with boats taking divers to the reef around the island. Its walls add a different underwater landscape to the shore outing. Ask which site the centre has scheduled; a booking for a boat dive does not necessarily mean Pescador on every departure.
Kawasan canyoneering follows a river route through pools and cascades. You walk over wet rock and swim between sections while wearing a helmet and flotation equipment. Some jumps have walk-arounds, but the outing still demands sustained movement in water. Discuss that route with the guide if someone in the party cannot swim confidently.
The Last Filling Station, beside Tipolo Beach Resort in Panagsama, serves wood-fired pizza, homemade pasta and German schnitzel. Its breakfast menu lists omelettes, crêpes and Mindanao coffee.
A guided snorkel uses a mask, snorkel and flotation equipment while you stay at the surface. Savedra’s ordinary dive prices are for certified divers using scuba equipment. If you have not qualified, ask about an introductory lesson before reserving a regular dive.

Choose Panagsama for a stay focused on shore snorkelling and dive centres, with restaurants in the same coastal village. Basdaku, or White Beach, puts more sand beside the room and needs rides for Panagsama outings. The highway town suits an early onward bus; Badian is a separate canyon-focused base. Book three nights for an arrival evening and two full activity days. With two nights and a late arrival, choose one main full-day outing.

Panagsama Beach
Look for a room in Panagsama’s coastal village, in barangay Basdiot, rather than in the highway town. The small lanes place dive centres and waterfront restaurants close together.
Panagsama and Basdaku are coastal places within Moalboal. Badian is a separate municipality; its hotels serve a different set of outings.

Compare Panagsama’s village, Saavedra’s White Beach and the highway town. A Badian booking needs its own location check.
The public bus reaches Moalboal town. A direct airport car continues to your coastal accommodation.
From Mactan airport, allow roughly 45–90 minutes for a booked ride to Cebu South Bus Terminal on N. Bacalso Avenue, near Elizabeth Mall; its fare is quoted separately. There, board Ceres Bato via Barili and tell the conductor Moalboal. The municipal guide gives 2.5–3.5 hours and ₱200–250 per air-conditioned bus seat.
Cebu Tours quotes ₱5,000 one way for a sedan carrying up to three passengers, including driver and fuel. Its direct airport journey is around three hours, depending on traffic and the hotel. The same service can be reserved in reverse. Give the coastal accommodation’s address when booking, not just Moalboal town.
Travel south to Bato, connect to Liloan port in Santander and take Maayo’s crossing to Sibulan, then continue into Dumaguete. Allow roughly four to six hours and ₱500–900 per person for the combined journey, depending on shared rides. Buy the crossing ticket with Maayo; the other changes use local vehicles.
A private tricycle from the town’s market or bus stop to Panagsama is roughly ₱100–200 per vehicle and ten to fifteen minutes. Agree on the hotel entrance and the whole vehicle price before boarding. If you book a shared ride, ask for its separate per-person charge.
For the canyon outing, allow roughly forty-five to sixty minutes each way from Panagsama to Badian. The guided river route adds about four to five hours as a planning allowance. Reserve most of the day for the journey and activity, without assuming the water portion is the entire hotel-to-hotel trip.
Savedra lists boats at 7:30am, 10:30am and 2:30pm, returning between outings. Most nearby dive sites are under twenty minutes away. The centre posts the following day’s sites at the shop. Check that list before choosing a departure for a particular reef, and allow for loading and the briefing as well as the boat ride.
Highland Adventures’ one-hour shore session starts at ₱500 per person, including government fees, goggles, life vest, buoy and guide. Meals and hotel transport are excluded. Meeting times run from 6am to 3pm. For a booking less than twelve hours ahead, contact the operator first instead of assuming an online purchase has secured a guide.
For regular day diving, Savedra charges ₱1,400 for a shore dive or ₱1,600 for a boat dive, including guide, air and weights. Add ₱100 marine fee and ₱350 for a full rental set per dive.
The operator’s ₱2,100-per-person Package A includes Moalboal or Badian hotel pickup and return, lunch, guide, helmet, life vest and government admission fees. Pickup is around 8–8:30am. Reserve through kawasancanyoneering.com.ph and retain the meeting instructions. The optional zipline costs extra.
Before paying for a room, ask for photographs of its entrance, steps and route to the water. Panagsama has rocky shore entries; a dive boat adds a ladder and balance demands. Describe the movement you need help with to the operator. Savedra notes that extra assistance may carry a charge, so arrange it before the session.
Add the chosen activities for your party, then the accommodation, travel and meals that sit outside those bookings.
PAGASA’s regional map places western Cebu in Type III, with a shorter relatively dry period usually falling in February–April. Rain and sea conditions still vary from day to day; the regional classification is not a forecast for your visit.
Mactan airport’s long-term records show average daytime maximum temperatures rising from about 30°C in January towards 33°C in May. Those are regional Cebu records, not measurements for your Moalboal hotel. For a hot-weather visit, choose a morning shore session and leave the strongest afternoon heat for a shaded meal or time indoors.
Sardines can be seen at Panagsama throughout the year. There is no single migration month to book around, although the school’s position and the view from the surface vary. A stormy or rough-water day can still change access to the reef.
Two Highland shore sessions at the starting ₱500 rate plus two Kawasan Package A places at ₱2,100 make a starting activity total of ₱5,200. Canyon lunch is included; other meals, rooms and travel to Moalboal are separate. The shore booking requires getting to its meeting point, while the canyon booking covers its hotel transfer.
For regular day diving, a certified diver’s check shore dive is ₱1,850 and one boat dive ₱2,050 after adding full rental gear and marine fees. That totals ₱3,900 each, or ₱7,800 for two divers. Dive-computer rental and any requested assistance are outside this calculation.
Tilas Lounge and Bar’s menu lists a regular burger at ₱380 and juice at ₱100. Two burgers and two juices therefore add up to ₱960 at the listed menu prices. Its egg ciabatta or club sandwich is ₱299, and lumpia is ₱150. These are named menu choices, separate from any excursion lunch.
Highland charges its adult shore-session price for children aged four and above. Children under four are free when accompanied by a parent or guardian. Give their ages before booking so the guide can discuss whether the planned water session suits them.
No. Highland lists ₱500 for each GoPro camera, not for each person. Agree how many cameras the party wants before paying.
Highland publishes free cancellation up to forty-eight hours before the scheduled snorkel. A later cancellation follows its booking terms.
Highland states that the absence of those wildlife sightings is not a refund reason. If bad weather prevents snorkelling, it refunds the snorkelling fee; transport already used is excluded.
Savedra lists ₱500 per day for a dive computer. If your check dive and boat dive happen on that same rental day, the computer charge is ₱500 for that diver. A second day requires another daily rental.
For asymptomatic recreational air divers, DAN recommends at least twelve hours after one no-decompression dive and eighteen after multiple dives in a day or on consecutive days. Substantially longer waits are prudent after dives requiring decompression. Plan the wait from surfacing to the flight, not from leaving the hotel.
